About CAW Cell
The Crime Against Women Cell is a specialized police unit established to address crimes specifically targeted at women, such as domestic violence, sexual harassment, rape, dowry-related cruelty, and other gender-based offenses. It was first created in 1983 by the Delhi Police as a gender-responsive initiative to provide focused support and protection to women victims, recognizing the unique challenges they face within family and society.
These cells function as dedicated centers where women can report crimes with the assurance of understanding and sensitivity. Apart from registering and investigating complaints, the Crime Against Women Cell offers counseling services to victims and perpetrators, legal aid through collaboration with NGOs, and crisis intervention, especially in cases of sexual assault. The Cell works in close coordination with psychological counseling groups and legal advisors to assist victims comprehensively. Moreover, the cells play a crucial role in facilitating legal processes and forwarding cases to rescue shelters and rehabilitation homes. They also operate 24-hour helplines and conduct awareness and self-defense training programs for women.
Functionally, these cells are monitored centrally but operate at district levels, ensuring accessible and localized support for women across various regions. This multi-disciplinary approach aims to make the criminal justice system more responsive and supportive to women who face exploitation and violence in diverse social and economic contexts. This concept has contributed to legal reforms such as the introduction of Section 498-A of the Indian Penal Code (or Section 85 & 86 of Bharatiya Nyaya Sanhita), which specifically addresses cruelty and dowry harassment in marriage.
